This week Gov. Butch Otter vetoed parts of two bills to wipe out a $16.8 million investment in community-based substance-abuse treatment. He used the line-item veto on parts of Senate Bill 1458 and House Bill 608. He admitted that more community-based treatment is needed in Idaho but claimed there isn’t enough evidence to show that programs such as drug courts are working.

It has taken several years for a majority on the Joint Finance-Appropriations Committee (JFAC) to invest in community-base programs. The feds paid for most of it for three years and the evidence of its effectiveness was starting to come in. The Governor's office on drug policy supports the community programs - particularly the drug courts -  but the Governor did not recommend funding them.

Bi-partisan proponents in the legislature, particularly Rep. Margaret Henbest (D-Boise) and Rep. Maxine Bell (R-Jerome) on the JFAC were amazed at the veto since the Office of Performance Evaluations reports that outcomes are being tracked exactly how budget writers required in previous evaluations. Legislators on JFAC have gradually seen the light: investing in effective treatment on the community level saves taxpayers millions in future prison costs. They are now trying to figure out if they should ask their colleagues to override the veto.

IDAHO is actually needed more funds to recover from drugs addiction to prosper.Te raised hands for the treatment of Idaho are all set to see is the funds are going in the right direction

Hi,
This is zerico,The Idaho Senate voted overwhelmingly Tuesday to override a gubernatorial veto of a bill that would have increased funding for drug treatment and prevention programs. Now, the House must vote to override by a similar "supermajority" to complete the restoration of funding against the wishes of Republican Gov. Butch Otter.
